Gate Procedure
This procedure describes what happens at the gate, in the order it happens. It applies to every person presenting a personnel pass or a Digital ID, to every driver presenting a material entry or exit pass, and to the security officer on duty. The rules behind these steps are set out in the Security Policy.
Issued and maintained by the Site Security Department
01Before you travel to the gate
A request is not a pass. Do not travel to the gate until the pass has been issued and you can see it.
- Submit the application from your own account and keep the request number.
- Watch the request in Track until it is issued. If it is returned for correction, correct and resubmit it — the request keeps its number.
- Download the issued pass, or have it available on your phone. The document carries the pass number and a QR code.
- Carry the identity document that was used in the application: the Iqama or passport named on the pass.
- For material movement, confirm the load, the driver and the plate number match what is on the pass.
02Arriving at the gate — personnel
- Approach the gate in the lane for the gate you are authorised to use, and have the pass and identity document ready before you reach the officer.
- Present the pass so the officer can scan the QR code, or read out the pass number for manual entry.
- Present the Iqama or passport. The name and identity number on the document must match the pass.
- Where the pass carries more than one holder, only the person presenting it is admitted. Each holder is verified individually.
- Follow the officer's instruction on visitor parking, escort requirements and the areas you are permitted to reach.
A Digital ID is presented the same way. Its card number and QR code verify against the same record, and the photograph on the card must match the person presenting it.
03Arriving at the gate — material entry and exit
- The driver presents the material pass and their own Iqama, and states the load.
- The officer checks the plate number against the pass. For a multiple-entry pass, the driver must be one of the drivers listed on it.
- The officer confirms the material category and, for scaffolding or equipment, that the required inspector has confirmed the inspection.
- The load is checked against the material list on the pass before entry or exit is allowed.
- For an exit pass, the load must correspond to what the pass authorises leaving the site; nothing is removed on an entry pass.
04What the officer verifies
Verification is done at the moment of presentation. The officer checks the pass in the system and reads the result:
| Result | Meaning | Officer action |
|---|---|---|
| Valid | Issued, in date, and matched to the person or load | Admit, and record the movement. |
| Expired or cancelled | Past its validity, withdrawn, or terminated | Do not admit. Direct the person to the applicant; escalate if they insist. |
| Not issued yet | Still in the approval chain | Do not admit. A request under approval is not access. |
| Not found | The number presented is not a pass in the system | Do not admit. Re-check the number, then escalate to the Site Security Manager. |
| Identity mismatch | Name, Iqama or plate does not match the pass | Do not admit. Hold the person at the gate and escalate. |
Search may also be run by holder Iqama or by driver plate when a pass cannot be produced. A search result is confirmation of identity, not a substitute for the pass record.
05Visitors admitted by invitation
- The visitor arrives with the person who invited them, or is expected by name at the gate.
- The visitor signs in with the credentials issued with the invitation and confirms their identity document.
- The invitation and the personal pass it produces are verified in the same way as any other pass.
- The visitor is escorted or directed to the area the invitation states, and does not move outside it unaccompanied.
- Sign-in credentials are valid for two hours from the first sign-in; a visitor still on site after that is dealt with as an unauthorised presence.
06When access is refused
- State the reason plainly and record it. Do not admit a person to avoid a dispute.
- Direct the person to the applicant who submitted the request; the applicant can see the status in Track.
- Where the person cannot leave the gate area safely, contact the Site Security Department and keep the person at the gate.
- Escalate immediately for a pass that is not found, a repeated identity mismatch, a person presenting someone else's pass, or any attempt to move material outside the permitted hours.
07Emergencies and incidents
- Call the security hotline printed on every pass and Digital ID card.
- Keep the gate clear for emergency vehicles; admit an authorised emergency response without waiting for verification, and record it immediately afterwards.
- If an unauthorised person is on site, hold them at the gate or keep them in sight, and report without delaying the response.
- For a suspicious item, vehicle or load, do not move anything; cordon the area and report.
- Write down what happened and who was involved before the end of your shift.
